    D) flight personnel who flew from the territory of the USSR on combat missions to Afghanistan during the period of hostilities there.

    32. Preferential right of enrollment is granted to the following persons:

    1) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;

    2) disabled children, disabled people of groups I and II;

    3) citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita family income is below the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;

    4) citizens who were exposed to radiation as a result of the disaster at the Chernobyl Nuclear Power Plant and who are subject to the Law of the Russian Federation of May 15, 1991 No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl Nuclear Power Plant”;

    5) children of military personnel who died while performing their military service duties or who died as a result of injury (wounds, trauma, concussion) or diseases received by them while performing the duties of military service, including when participating in counter-terrorism operations and (or) other activities fight against terrorism;

    6) children of deceased (deceased) Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory;

    9) military personnel who undergo military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and are entering training on the recommendations of commanders issued to citizens in the manner established by the federal executive body authorities, in which federal law military service is provided;

    10) citizens who served for at least three years under contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and were dismissed from military service on the grounds provided for in subparagraphs “b” - “d” of paragraph 1 , subparagraph “a” of paragraph 2 and subparagraphs “a” - “c” of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and military service»;

    11) war invalids, combatants, as well as combat veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ “On Veterans”;

    12) citizens who directly participated in tests of nuclear weapons, radioactive military substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and radioactive military substances before the date of actual termination of these tests and exercises, direct participants in the elimination of radiation accidents at nuclear installations surface and underwater ships and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the liquidation of the consequences of these accidents (military personnel and civilian personnel of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation Federations, military personnel and employees of the Federal Service of the National Guard of the Russian Federation, persons who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and the federal fire service of the State Fire Service);

    2) be equated to persons who have scored the maximum number of Unified State Examination points in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance tests of a specialized, creative and (or) professional orientation, provided for in parts 7 and 8 of Article 70 of Federal Law No. 273-FZ (hereinafter referred to as the right to 100 points).
    The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted to the same applicant. In the case of granting the special right specified in subparagraph 2 of this paragraph, the highest result (100 points) of the corresponding entrance test(s) is established for the applicant.<…>

    37. When admitted to study in one educational program, the special rights provided for in paragraphs 30 and 33 of the Rules, and the advantage provided for in paragraph 34 of the Rules, cannot differ when admitted to study at the Academy and for study at its branch, when admitted to various shapes training, as well as upon admission to places within a special quota, to places within the target quota, to main places within the target numbers and to places under contracts for the provision of paid educational services.

    38. To provide winners and prize-winners of schoolchildren’s Olympiads with special rights and benefits specified in paragraphs 33 and 34 of the Rules, the Academy establishes levels and lists of Olympiads for which each of the specified rights and benefits is granted. To be granted a special right or advantage in accordance with this paragraph, the results of the winner (prize-winner) must be obtained for the 11th grade.
    For schoolchildren's Olympiads of the same profile (if a list of Olympiads is established - within the established list): a special right or advantage granted to the winners or winners and prize-winners of schoolchildren's Olympiads Level III, is also provided, respectively, to the winners or winners and prize-winners of Olympiads for schoolchildren of levels I and II; a special right or advantage granted to the winners or winners and prize-winners of school Olympiads of the second level is also granted, respectively, to the winners or winners and prize-winners of school Olympiads of the I level.     2) a certificate of secondary general education with honors, or a certificate of secondary (complete) general education for those awarded a gold medal, or a certificate of secondary (complete) general education for those awarded a silver medal, a diploma of secondary vocational education with honors - 3 points ;
    3) 5 points for having:

    A) the status of the winner or prize-winner of the regional or final stage of the All-Russian Olympiad for schoolchildren;
    b) the status of a winner or prize-winner of an Olympiad for schoolchildren;
    c) the status of the winner or prize-winner of the qualifying stage of the school Olympiad held by the Academy;
    d) status of the winner or prize-winner of the qualifying (absentee) stage

Points for individual achievements specified in subclause 3 of clause 40 of the Rules are awarded subject to participation in Olympiads (competitions) for the 11th grade, provided that the results of participation in these Olympiads are not used by the applicant to determine the highest result (100 points) of the entrance test ( tests).

    43. The Academy establishes the following procedure for recording individual achievements. When submitting an application, the applicant indicates information about his individual achievements, the results of which are taken into account by the Academy when admitting him to study by awarding points in accordance with paragraph 40 of these Rules and submits documents confirming the receipt of the results of individual achievements. Individual achievements of applicants are taken into account when admitting both to places financed from budgetary allocations (including within the target quota) and to places under contracts for the provision of paid educational services for all forms and conditions of study.

    Quantitative assessment of individual achievements is carried out by summing up the points for each individual achievement the applicant has in accordance with the list of individual achievements.     94. During the consideration of the appeal, compliance with the established procedure for conducting the admissions test and (or) the correctness of the assessment of the results of the admissions test is checked.

    95. The appeal is submitted on the day the results of the entrance test are announced or during the next working day. An appeal about a violation of the established procedure for conducting an admissions test can also be filed on the day of the admissions test.

    96. Consideration of the appeal is carried out no later than the next working day after the day of its filing.

    97. The applicant (trusted representative) has the right to be present during the consideration of the appeal. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized by law as fully capable before reaching adulthood.

    98. After considering the appeal, the appeal commission decides to change the assessment of the results of the entrance test or leave the specified assessment unchanged. The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (authorized representative). Ural Institute of Management is a branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (UIU RANEPA listen)) - higher education institution in Yekaterinburg. Before the reorganization in 2010, the institute was called Ural Academy of Public Administration.

Story

USSR

The Ural Academy of Public Administration is the legal successor Sverdlovsk Higher Party School.

The history of party education in Yekaterinburg began in 1905, when Yakov Sverdlov organized the first underground party school for professional and party workers. Open training of professional personnel for the party began on September 1, 1919, and the first university providing management education opened in 1924 (Ural-Siberian Communist University). In the 1930s these institutions were reorganized.

UrAGS Dormitory

In May 1991, the Sverdlovsk Higher Party School was renamed Ural Socio-Political Institute.

Since 2002, URAGS began training masters in the field of Management. Full-time master's studies were conducted under the program “Public and Municipal Administration” and under the double degree program in collaboration with London Metropolitan University.

The Academy carried out international activities on the basis of agreements with the Foundation international development(Germany), Institute of Regional Administration (Metz, France), Institute political sciences(Bordeaux, France), Georgia State University (Atlanta, USA). URAGS was a member of two international organizations: Association of Institutes and Schools of Public Service of the Central and of Eastern Europe(Prague), and the European Association of Training Institutions for Regional and Municipal Governments (Strasbourg).

Before the reorganization, the Ural Academy of Public Service was the largest educational, methodological and scientific center for training personnel in the field of state and municipal management, coordinating the activities of organizations and universities in the Ural region engaged in training and retraining of personnel for the public service.

Training was conducted in 6 specialties:

  • 030501.65 - Jurisprudence,
  • 080507.65 - Organizational management,
  • 080103.65 - National economy,
  • 080109.65 - Accounting, analysis and audit,
  • 080107.65 - Taxes and taxation.

The rector of the university from 1994 to 2016 was Vladimir Anatolyevich Loskutov.

The director of the institute from 2016 to 2018 was Alexander Alexandrovich Alexandrov.

Since August 13, 2018, the director of the institute has been Pyotr Arkadyevich Rybydaylo, who previously served as deputy director of the North-West Institute of Management, a branch of RANEPA.

On November 27, 2016, the Ural Institute of Management, a branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, celebrated its 25th anniversary.

Public Administration and Public Sector

The program is devoted to the study of socio-economic, political and state-legal factors in the formation of public policy and the implementation of government reforms. The disciplines of the program study public administration, reforms government controlled various states of the world and their influence on the socio-economic conditions of existence of states.

Expected results
Upon completion of the course, students should:
  1. be able to critically evaluate global, regional and local conditions and institutions that influence the implementation of government reforms;
  2. critically evaluate the role and importance of international organizations for public administration in countries around the world;
  3. analyze the processes of globalization and integration and their impact on the socio-economic and political development of states;
  4. analyze the factors and prospects for effective and democratic public administration;
  5. select and use the necessary tools and information to analyze public administration in various countries;
  6. explore and evaluate the mechanisms of state regulation of the economy;
  7. determine the nature of the relationship between the state and civil society.
At the end of the course, students receive grades for their work in seminars and practical classes and submit written work on the material covered.

Political communications, GR and PR in the government-business-society system

Effective development modern society is impossible without the information and communication component, therefore the degree of importance of this component (this aspect of society) is such that, without a doubt, it can be called - by analogy with the human body - nervous system society. The presented aspect is directly related to the management of social relations, and cannot be studied outside of this connection. The information factor is dominant both in the public administration system and in strategic management. For sustainable, effective and stable development of both the state and the public sector, it is necessary to understand the specifics of the functioning of political communications, public relations and features of managing these phenomena. Program mission“Political communications, GR and PR in the government-business-society system” – training of specialists in the field of state and municipal administration who are able to study, plan, create and control the development of political communications and public relations, in the context of general socio-political reality. Purpose The master's program "Political communications, GR and PR in the system of government-business-society" is to study the role and place of political communications GR and PR in the system of strategic management; mastering basic content and specifics modern methods research and management of communication processes in the field of public administration and the public sector; formation of practical skills for: 1) planning and organizing political communications; 2) GR and PR management.

Software-targeted and project management in government

Relevance of the program Program-target approach in State Medical University. One of the tools for increasing the efficiency of budget expenditures as an integral part of the efficiency of the activities of state authorities and local governments is the program-target principle of organizing their activities. Each state program of the Russian Federation defines the goal, objectives, results, main directions and instruments of state policy. At the federal level the system government programs is formed based on the goals and indicators of the Concept of long-term socio-economic development of the Russian Federation and other strategic documents approved by the President of the Russian Federation and the Government of the Russian Federation. Federal executive authorities are developing plans for the implementation of state programs for a three-year period. These three-year plans should ensure the connection between program-target planning and the budget process. Budgetary allocations to achieve planned results are approved by the federal law on the federal budget. Expected results During the training process, masters must learn to: – develop elements of public policy programs at the federal, regional and local levels of government; – form working groups and participate in their activities for the preparation and implementation of government programs; – develop strategic and operational plans to achieve public policy goals; – formulate design requirements for contractors involved in the implementation of government programs under the terms of government contracts; – control the implementation of design work by contractors involved in the implementation of government programs under the terms of government contracts; – justify objectives and action plans to achieve the goals of the country’s socio-economic development.

GMU system

Program mission – training of a new generation of top-level management personnel in the field of state and municipal management; international project management; regional management; development, provision and evaluation of management decisions in the public sphere; analysis and research of the activities of state and municipal bodies capable of solving problems in accordance with the focus of the program and types of professional activities. The purpose of the program is to promote the modernization of Russian state and municipal administration through the training of high-level specialists with the competencies of a modern manager in the public sphere. Research conducted at the institute over the 12 years of the program’s existence shows that among the graduates of the program there are no permanently unemployed; more than 70% of graduates are employed where they applied for a prestigious job. Some of the graduates after completing this master's program entered the regional government bodies through competition. Some masters who worked in government before entering the program have increased their official or managerial status. The competencies acquired by graduates are in demand in the labor market.

Professional activity of a state and municipal employee lies in the ability to ensure the implementation of the powers of state authorities, local governments, and persons holding relevant state and municipal positions. The environment in which state authorities and local governments exercise their powers is highly dynamic and turbulent. This requires state and municipal employees to master the relevant knowledge, develop adequate skills and abilities that would ensure management on the basis of changes and through changes. Relevance of the program Issues of state regulation of such a socially significant sphere as the healthcare system require possession of modern management competencies.
